HRMNY Pilot Programme

Transforming Statutory Assessments in Three Stages

Who Should Join the HRMNY Pilot?

The HRMNY pilot is designed for organisations responsible for statutory assessments who want to reduce delays, improve quality, and strengthen legal compliance. If your teams are under pressure from backlogs, duplication, or workforce strain, this pilot is built for you.

Local Authorities

Ideal for Supervisory Bodies and Adult Social Care teams managing:

DoLS/LPS

Care Act assessments

Safeguarding and Mental Capacity pathways

Quality, performance, and compliance oversight

Authorities facing high caseloads, missed deadlines, or audit risk will see immediate operational benefit.

NHS Organisations

Suitable for:

Mental Health Trusts

Community Health Teams

Integrated Care Boards (ICBs)

Continuing Healthcare (CHC) teams

Hospital discharge and flow services

HRMNY helps reduce delays, improve documentation quality, and streamline multi agency coordination.

Assessment Professionals

Including:

BIAs and AMCPs

Section 12 doctors

Social workers and Care Act assessors

SEND case officers

Court of Protection practitioners

Mental Health act

The pilot gives professionals a structured, legally aligned workflow that removes hours of avoidable admin while keeping full control of clinical judgement.

Government Bodies: Regulators & System Leaders

For organisations seeking real time assurance, auditability, and visibility of statutory pathways. I,e, Charities, CQC.

HRMNY provides transparent, end to end data on process times, bottlenecks, and compliance

Care Providers

For care homes, supported living services, and hospital wards acting as Managing Authorities.

HRMNY reduces referral errors, speeds up communication, and ensures safer, faster authorisations.

The Pilot Stages in Details

Stage 1

Scenario Testing

Complete

Stage 2

Real Assessment Time

Stage 3

Interoperability & System Level Impact

Q1 2026

Stage 1

Scenario Testing

Completed

Stage 1 proved that HRMNY can run a complete statutory assessment pathway end‑to‑end, safely and consistently, with every stakeholder involved:

Managing Authorities

Supervisory Bodies

BIAs / AMCPs

Section 12 doctors

Administrative teams

Using real (anonymised) referrals, assessors completed each stage of the digital workflow inside Hrmny. System-generated audit logs captured every handover and action, allowing us to evaluate where the digital pathway removed duplication, reduced delays, and clarified responsibilities. Importantly, Stage One focused on workflow mechanics and system behaviour, not clinical decision making or the time required to complete full assessments. BIAs and s12 doctors did not undertake visits, interviews, or full Form 3 or Form 4 writing during this pilot. This was intentional, ensuring we could observe the entire workflow within a single test environment.

Platform findings support assessors during real assessments (prompts, structure, legal guardrails)

Using full scenario tests and timestamped evidence, practitioners validated every step of the workflow.

Ket Outcomes:

Traditional manual effort per DoLS case 10.5 hours – Vs HRMNY 25.5 minutes

99.7% – Reduction in elapsed waiting time in Stage One

from five months to under an hour

£637.6m – Estimated annual savings

at national scale for 2.48 million assessments

These figures are grounded in testbed audit logs, national DoLS data, and a conservative model – proven, not promised.

The findings indicate that Hrmny can provide a cleaner, safer, and more auditable pathway between agencies, with reduced back-and-forth communication and clearer decision tracking. These results give a strong foundation for Stage Two, where Hrmny will use live caseloads, including full assessment writing, real elapsed-time measurement, and quality indicators.

Stage 1 confirmed that HRMNY is safe, lawful, and ready for real‑world deployment.

Stage 2

Real Assessment Time

Stage 2 moves beyond controlled scenarios and into real assessment work, running side by side with assessors’ existing methods.

Stage 3

Interoperability & System Level Impact (Q1 2026)

Q1 2026

Stage 3 unlocks the full system wide benefits of HRMNY by enabling interoperability with existing case management systems that currently cannot communicate with one another.

Stage 3 unlocks full interoperability between HRMNY and existing case-management systems that currently cannot talk to each other.

This phase will:

Pull relevant data safely from legacy systems into HRMNY

Reduce manual re-entry across MA/SB teams

Dramatically cut supervisory body and managing authority workloads

Improve legal defensibility through consistent audit trails and complete documentation

Provide councils with live reporting and performance dashboards

Offer the CQC real-time assurance on process times, bottlenecks and risk

Run real time annual reports , automated on system

Payroll, independent assessors

We expect Stage 3 alone to save thousands of hours across councils and MA/SB teams every year.

Join the Cohort

We are seeking forward thinking managers and senior leaders from local authorities and NHS organisations to join the cohort

If you want to modernise your statutory pathways without replacing your existing systems, Stage 3 is your opportunity.

What Our Clients Say

SB / Head of Safeguarding

I can see the time, effort and money this would save at SB. The Separate approver keeps us right, and once a case hits SB the decision is done in a minute.

MA

Having QA built in really reduced the back and forth. I get comments on the exact fields that need changing, so I am not re-reading a whole form to fix one thing.

BIA

It’s simple. Easy to use. It felt straightforward. I could pick it up, finish my notes and keep a case moving from home.

Local Authorities

Less Chasing
No more email threads asking “did you see my message?”

Local Authorities

Fewer Ammendments
Supervisors spend time moving cases, not word-smithing the same forms

Local Authorities

Fast SB Sign Off
Cases reach the supervisory boady decision ready, so sign off is quick and the delays are removed earlier in the journey

Local Authorities

Audit Ready
No more “where did this case go?” conversations, every step is traceable, time stamped and visible in live data you can analyse
